small population

    I have three hives. One has a very small population compared to the other three. It is Queen right. She was easy to spot with so few bees. There are pupa and larva (my eyes might be too gone to see eggs). What are possible causes? How can I narrow it down? 

    I am hesitant to combine if the issue will just be carried to another hive.

    Have you tested for Varroa mites?
